About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other arts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
What NCDC Does
The NCDC is responsible for the day‑to‑day urban management of Port Moresby, with responsibilities spanning three core areas:
Infrastructure, Urban Services & City Maintenance
- Oversight of urban infrastructure programs that support a safe, functional, and liveable city
- Planning, delivery and maintenance of city roads, drainage systems, and transport corridors
- Management of street lighting, public spaces, parks and recreational facilities
Public Health, Community Services, MSME & Social Development
- Oversight of waste management, sanitation, and environmental health services
- Management and regulation of major public markets and community facilities
- Support for micro, small, and medium enterprises (MSMEs) and businesses via economic initiatives
- Operation and support of local urban health clinics
- Delivery and coordination of youth programs, gender and social services, sports development, community safety and public wellbeing initiatives
Regulation, Planning & Urban Growth
- Physical planning, land use management, and development control
- Issuing building, trade and business licencing and compliance
- Physical planning and zoning enforcement
- Supporting sustainable and structured urban growth in partnership with national agencies and stakeholders
